FUNTI's daily electric motorcycle market brief for September 30, 2026: raw material prices, overseas market regulation and China export data, compiled from public sources for importers, distributors and fleet operators.
FUNTI MARKET INTELLIGENCE · September 30, 2026
① Today's Highlights
- Vietnam suspends its environmental protection tax, MFN import duty and VAT on gasoline to zero from September 30. Bottom line: fuel running costs in Vietnam fall in the short term, so "oil-to-electric" pitches there cannot rely on cost savings alone — lead with the combination of traffic restrictions and purchase subsidies (Vietnam National Assembly Resolution 34/2026/QH16 / industry research, issued 2026-06-30, effective 09-30).
- The single biggest cross-holiday policy variable is the US refined copper tariff: late September through the National Day holiday is the key observation window for that decision; if it lands, it could trigger a sharp re-routing of global copper inventories and feed through to post-holiday SHFE copper pricing. Bottom line: do not lock long-cycle purchases at current copper prices before the October 8 re-open, and keep near-month exposure tight (Everbright Futures, 2026-09-29).
- Policy check for this issue: no new Chinese export tariff or destination-market access documents for September 30 were obtained; today is the last trading day before National Day, customs and commerce authorities suspend routine processing from October 1—7, and policy and customs clearance return to normal on October 8 (public market information, 2026-09-30).
② Raw Materials & FX
- Today's data pending: commodity futures open at 9:00 and the RMB central parity is published at 9:15 on September 30; neither had formed when this report was issued (about 8:20), so the latest available price basis is still the September 29 close. Bottom line: the first hour after the open sets the new negotiating benchmark, so avoid rushing to lock prices in the morning (public market information, 2026-09-30).
- LME inventory moves on September 29: copper down 875 t, lead down 1,150 t, tin down 110 t, nickel down 24 t, zinc up 75 t, aluminium flat. Bottom line: overseas visible inventories of copper and aluminium are still drawing down, leaving limited room to press suppliers in the near term (Cailian Press, 2026-09-29).
- Overseas overnight (September 28—29): LME copper closed at USD 14,478/t, down 1.05%; LME aluminium closed at USD 3,248/t, down 0.9%; LME nickel closed at USD 16,165/t, down 1.35%; alumina AO2701 closed at RMB 2,645/t, down 2.07%. Bottom line: base metals eased broadly but moderately, with no one-way breakout in raw materials before the holiday (Jintou.com / Everbright Futures, 2026-09-28 to 09-29).
- Effective from the September 29 close settlement, SHFE raised margins and price limits: daily limits for copper, aluminium, zinc, lead, alumina and natural rubber move to 9%, nickel and wire rod to 10%, tin to 12%, and gold and silver to 16%. Bottom line: the exchange is cushioning cross-holiday volatility with higher margin requirements, so near-month exposure should be reduced rather than increased (SHFE / FX678, announced 2026-09-21, effective 09-29).
- FX: the RMB central parity for September 30 is published at 9:15 and had not formed when this report was issued; the September 29 parity readings were already listed yesterday. Bottom line: the RMB remains in a firm range, so keep a buffer in settlement calculations for USD orders (China Foreign Exchange Trade System, 2026-09-30).
③ Overseas Markets
- Vietnam: Hanoi and Ho Chi Minh City will start motorcycle and moped exhaust emissions testing from July 1, 2027, and vehicles in Hanoi's low-emission zone must additionally comply with Capital Law 39/2024/QH15. Bottom line: emissions compliance is becoming a new market gate in Vietnam, so emissions certification for exported models must be prepared well ahead (VNA, 2026-04-07).
- Mexico: the draft new motorcycle emissions regulation (test cycles aligned with UN GTR No.2 and EU rules) has completed WTO notification, with comments due by June 29, 2026; once published it carries a 180-day transition period, during which origin-country certification reports, US EPA certificates or EU/Japan-recognised proofs are accepted. Bottom line: Mexico is shifting from a tariff gate to a technical gate, so early certification pays off more than volume chasing (Arui Standards / WTO notification, 2026-09-04).
