① Today's Highlights
  1. China's Q3 data land at 10:00 today: the National Bureau of Statistics will release Q3 GDP together with September industrial output, retail sales and fixed-asset investment. The market consensus for Q3 GDP is +4.4% (First Financial chief-economist survey; range 4.4%–4.5%), against 4.3% in Q2 and 4.7% in H1, with the full-year target at 4.5%–5%. September industrial output is expected at +5.6% (August: +5.2%), retail sales at only +0.7%, and the September manufacturing PMI came in at 50.1, up 0.3 pt on the month and back above the boom-bust line after two months (NBS / First Financial, 15–19 Oct 2026). Bottom line: below 4.4%, expectations for more stimulus rise, the yuan softens and commodities dip then stabilise; above 4.5%, stimulus expectations cool and both copper and lithium struggle to rally. So no copper or lithium fixing before 10:00.
  2. September exports hit a record monthly high, but the growth is concentrated in the AI chain: customs data released on 14 October show September exports up 36.3% year on year in US dollar terms, 11.3 pts faster than August, the highest monthly export value on record; in RMB terms exports rose 29.6%, and cumulative January–September exports were up 21.3%. By product, integrated circuits and automatic data-processing equipment together contributed 35.82% of export growth, adding 13.04 pts (GAC / Donghai Securities, 14 Oct 2026). Bottom line: external demand is strong, but the strength sits in electronics and AI, not in two-wheelers. For us, both container space and FX settlement volumes are running high, so freight and FX moves pass through faster; keep quotation validity short.
  3. The product list behind the export tax-rebate cut is now clearer: Ministry of Finance and STA Announcement No. 29 of 2026 states that from 1 April 2027 the VAT export rebate rate for new-energy vehicles will be cut from 13% to 9%. Public interpretation indicates the annex covers 67 tariff lines, spanning battery-electric commercial vehicles and plug-in hybrid (including range-extended) passenger cars (MOF / STA / First Financial, 12–13 Oct 2026) (reported on 14 October; new development: the number of lines and the product scope). Bottom line: two-wheelers do not appear in the publicly described scope, but the annex must be checked line by line against HS codes. Until that is done, do not tell customers that e-motorcycles still enjoy a 13% rebate, and do not write the post-April-2027 rebate gap into long-term pricing.
② Raw Materials & FX
  1. FX: Bank of China's 19 October quotes are unchanged from 17 October, so there is no fresh news in spot; the news is in forwards. BOC's 16 October six-month USD settlement buy rate was 657.79 and sell rate 661.19; the one-year rate was 646.85 / 650.45 (RMB per 100 USD). Against the 16 October central parity of 6.7220, the six-month forward already embeds about 2.1% of RMB appreciation (Bank of China / CFETS, 16–19 Oct 2026). Cost quantification: on a USD 100,000 order with six-month terms, settling at the forward rate rather than today's spot costs about RMB 14,400 less. Bottom line: quote six-month USD orders at the 6.58 forward level or hedge outright; continuing to quote spot for six-month terms means absorbing the full 2.1% FX loss ourselves.
  2. Copper: London edged higher and inventories kept falling. On 19 October LME three-month copper closed at USD 14,359.5/t, up USD 50.5 (+0.35%) on the previous session, while LME copper inventories fell 1,175 t to 225,425 t. The SHFE opens at 09:00; no domestic price was available when this report was produced (08:20) (Antaike / LME, 19 Oct 2026). Cost quantification: copper accounts for 50%–60% of main-harness cost and 20%–30% of motor magnet-wire cost; a 0.35% rise lifts harness cost by about 0.18%–0.21%, or just RMB 0.1–0.2 per bike on RMB 60–80 of copper content. Bottom line: today's copper issue is direction, not cost — falling inventories plus the 10:00 data mean we wait for the print before the next tranche; fix only one quarter of the quarterly volume today.
  3. Aluminium: London rebounded nearly 0.7%, still inside the noise band. On 19 October LME three-month aluminium closed at USD 3,008/t, up USD 21 (+0.70%), having traded between USD 2,988.5 and 3,027/t (LME / East Money, 19 Oct 2026). Cost quantification: aluminium accounts for 10%–15% of frame, wheel and aluminium-housing cost; a 0.7% rise lifts those parts by about 0.07%–0.11%, roughly RMB 1 per bike. Bottom line: keep negotiating aluminium parts at current prices and do not lock; what matters is whether SHFE follows after the 10:00 data — if SHFE aluminium gains more than 3% in a day, we flag it explicitly.
  4. Lithium: no fresh quote before the 09:00 open, so do not use weekend numbers for Monday decisions. The last verifiable print is GFEX main contract at RMB 96,320/t on 16 October, with battery-grade spot around RMB 101,000/t (East Money / SunSirs, 16 Oct 2026). Cost quantification: at roughly 0.006–0.008 RMB/Wh of cell cost per RMB 10,000/t, our 72V line moves by about ±RMB 12–16 per 72V27Ah pack, ±RMB 18–24 per 72V42Ah pack and ±RMB 29–39 per 72V67Ah pack; a 2% move at today's open (about RMB 1,900/t) is worth only ±RMB 2–7 per pack and is not a reason to reprice (internal recalculation / industry pass-through, baseline in `reports/电池成本重算_20261013.md`). Bottom line: with inventories low, downside is narrowing; do not chase the short or the long today — wait for the 10:00 data, which drives lithium and copper alike.
  5. Steel, electrical steel and NdFeB: no new quotes today, but steel's weekly direction can be quantified. The last verifiable print is rebar futures at RMB 3,060/t on 15 October (-0.52%), down RMB 76 or about -2.4% from RMB 3,136/t on 9 October (Kekuang / Mysteel, 15 Oct 2026). Cost quantification: assuming steel is about 60% of frame material cost, frame cost falls about 1.4%, saving roughly RMB 3–4 per frame on a RMB 250 frame. The motor side runs the other way: electrical steel is 25%–35% of motor cost and NdFeB more than 30% of a permanent-magnet motor; a 10% magnet price rise lifts motor cost about 3%, or roughly RMB 10 per RMB 350 hub motor (public sources, 15–19 Oct 2026). Bottom line: frames are a mild tailwind, motors are an upside risk; the two cannot share a single "raw materials down, price down" clause.
③ Overseas Markets
  1. Vietnam signs an FTA with the European Free Trade Association: on 18 October Vietnam formally signed a free-trade agreement in Hanoi with EFTA — Switzerland, Norway, Iceland and Liechtenstein — after 14 years of talks; it is Vietnam's 18th FTA. Two-way trade reached EUR 4.8 billion in 2025, with a Vietnamese surplus of EUR 2.5 billion, and the agreement covers rules of origin, investment, intellectual property, competition, trade remedies and government procurement (Reuters / VNA / Vietnam Government Portal, 18 Oct 2026). Bottom line: as a manufacturing and transshipment base, Vietnam gains a tariff channel into high-income markets such as Switzerland and Norway; but eligibility depends on local value added under the rules of origin — pure transshipment will not qualify==. For us: if we run CKD/SKD in Vietnam, "Vietnamese origin" becomes a fallback route for small high-end European orders — get the origin rules first, then talk price.
  2. No new access rules elsewhere today: our search found no new two-wheeler tariff, access or subsidy documents for Brazil, Mexico or Africa dated 19 October. The two standing deadlines — Brazil's CKD duty-free quota expiring on 31 December and the EVAP show in the Philippines on 22–24 October — were flagged in earlier briefs and are not repeated here (public sources, 19 Oct 2026). Bottom line: Vietnam is the only new item overseas today; answer customers on the existing baseline and do not treat market rumours of tariff hikes as policy.
