Today's Highlights
  1. Wu Songquan, senior chief expert at CATARC, judges China's auto export volume may peak during the 15th Five-Year Plan period, because almost every country with an auto industry base will pursue localised production; the CBU export window is narrowing. (Caixin Weekly, Sept 5)
  2. Jiang Yun, deputy secretary-general of the China Industrial Overseas Development Association: Western and Japanese automakers cannot lift product competitiveness quickly and new-model costs stay high, so governments can only resort to tariff barriers — tariffs will only go higher. (Caixin Weekly, Sept 5)
  3. EU industrial policy is shifting from open competition towards conditional market opening built around domestic industrial capability; the European Commission's Industrial Accelerator Act (IAA) draft of March 2026 is typical. Yet Jato Dynamics data show Chinese models still hold a 9%–10% price advantage in Europe. (Caixin Weekly, Sept 5)
  4. Fitch Ratings notes that the most obvious weakness of Chinese NEV makers is exposure to FX volatility and import tariff shocks, while price attractiveness and model breadth remain their main strengths. (Caixin Weekly, Sept 5)
Raw Materials & FX
  1. FX: on Sept 15 Bank of China's USD spot selling rate was 672.62 RMB per 100 USD (spot buying 669.80; BOC conversion rate 676.98). The central parity for Sept 15 is due at 9:15 and had not been released when this brief was produced. (Bank of China FX rates, Sept 15)
  2. Lithium carbonate: the GFEX front-month close of 132,340 RMB/t on Sept 14 was already listed in the previous brief; no fresh quotes appeared before the Sept 15 open. Sci99 data show that on Sept 14 the battery-grade spot discount to futures widened further to 5,900 RMB/t, leaving the spot side weaker. (Sci99 / Sina Finance, Sept 14)
  3. Copper: Changjiang spot 1# copper averaged 109,020 RMB/t on Sept 14, down 390 RMB; the SHFE copper front-month closed at 107,840 RMB/t, down 1,150 RMB; in the Sept 15 overnight session the continuous contract traded at 106,920 RMB/t, down 1.17%. (SMM / Antaike / East Money, Sept 14–15)
  4. Aluminium: Nanhai non-ferrous A00 aluminium averaged 24,550 RMB/t on Sept 14, down 160 RMB; Shanghai spot aluminium stood at 24,080 RMB/t, down 150 RMB, extending the decline. (cnal.com, Sept 14)
  5. Steel: the hot-rolled coil front-month settled at 3,310 RMB/t on Sept 14, down 27 RMB from the prior session, and Linyi HRC prices kept falling on the spot-futures link. The Sept 15 GX Morning Post cited holiday restocking demand and continued inventory drawdown, suggesting an upside bias. (Sina Finance / Lange Steel / custeel, Sept 14–15)
Overseas Markets
  1. Vietnam: Hanoi's low-emission zone roadmap is now explicit — fuel-motorcycle restrictions start inside the first ring road on 1 July 2026, extend to parts of the first and second ring roads in 2028 and to within the third ring road by 2030; Ho Chi Minh City plans to replace 400,000 petrol motorcycles by 2028. (VNA and other media) (reported Sept 12; this is a new development: the expansion timetable and the HCMC target)
  2. Philippines: several research houses estimate the Philippine EV market at about USD 3.4 billion in 2025, rising to USD 20.57 billion by 2034, a CAGR of about 19%–20%; EV sales grew from under 1,000 units in 2022 to nearly 20,000 in 2025, driven by imported BEV passenger cars plus e-motorcycles and e-trikes. (Industry expo market analysis, March 19)
  3. Philippine infrastructure: the EVIDA Act requires new commercial buildings to reserve 5% of parking spaces for charging, and the DOE targets at least one charging station within 100 km of major cities by 2026; local vehicle and battery manufacturing remains weak, so imports dominate in the near term.
