① Today's Highlights
  1. FCC rule 26-50 formally took effect today (policy-node update): from now on, electronic devices applying for US FCC certification must show that their logic-bearing hardware components (main chips, processors, Wi-Fi/Bluetooth modules, MCUs, etc.) are not produced by Covered List entities, or authorisation will be denied; products already certified are unaffected (China Trade Remedy Information Network, 2026-10-08) (reported on 12 October; new development this time: today is the first day in force). Takeaway: from today, export models with wireless/Bluetooth modules whose core components cannot be traced compliantly will have new certifications blocked outright, so selection and test-submission sequence must be re-sequenced immediately.
  2. Daily policy check: as of publication on 13 October, no new two-wheeler export tariff or destination-access official documents were found (consolidated public information, 2026-10-13). Takeaway: there is no new policy variable requiring immediate action today, and the overseas variables remain in the order book and pre-shipment certificate checks.
② Raw Materials & FX
  1. Flagged move · lithium carbonate spot catches down: Mysteel's early-session reading on 13 October shows battery-grade lithium carbonate at RMB 110,500/t and industrial-grade at RMB 108,500/t; against the 12 October early session (battery-grade 118,500, industrial-grade 116,500), that is a single-day cut of about RMB 8,500/t, roughly 7% (Shanghai Metals Market, 2026-10-12 to 10-13). Takeaway: this confirms the spot-side catch-down after futures broke down, breaking the earlier divergence of "steady spot, collapsing futures". Cost impact: at a pass-through coefficient of about RMB 0.006–0.008/Wh per RMB 10,000/t, this RMB 8,500/t move equals about RMB 0.005–0.007/Wh for cells; for our 72V series, roughly −RMB 10–13 per 27Ah pack and −RMB 15–21 per 42Ah pack (about −0.8% to −1.0%). Procurement advice: lock long-term contracts in tranches at these lows (one quarter to one third of quarterly volume each time), and give customers "subject to market" or staged-lock pricing clauses rather than locking the whole quarter at once.
  2. FX: on 12 October the RMB/USD central parity was 6.7313, up 17 basis points from 6.7330 on 9 October; the 13 October parity is published at 09:15 and had not yet been set when this report was produced (about 08:20); bank rates show Bank of China's 13 October USD spot buying rate at 668.31 and selling rate at 671.12 (RMB per 100 USD), edging up from 12 October (CFETS / Bank of China, 2026-10-12 to 10-13). Takeaway: the RMB continues to firm modestly, so keep USD settlement tested in a 6.72—6.75 range and mark all customer quotes as "subject to the day's central parity".
  3. Copper and aluminium: LME three-month copper closed at USD 14,618/t, up USD 78, and aluminium at USD 3,052/t, up USD 4; on 12 October the SHFE copper continuous contract traded at RMB 110,890/t at night and international copper closed at RMB 98,920, up 1.09%; LME inventories fell 1,750 t for copper and 250 t for aluminium (Cailian Press / Shanghai Futures Exchange / East Money, 2026-10-12 to 10-13). Takeaway: copper is edging up within a high range while aluminium is broadly flat. Cost impact: copper accounts for 50%–60% of main-harness cost and 20%–30% of motor enamelled wire, so a roughly 1% rise in copper lifts harness and motor copper costs by about 0.5%–0.6% in the same direction (usually single-digit RMB per unit); aluminium accounts for 10%–15% of frames, wheels and housings, and with aluminium flat there is no change to aluminium-part costs for now. Action: lock harness and motor copper in tranches without fixing the price; negotiate aluminium parts at current prices.
  4. Steel, silicon steel, rare earths and electrolyte materials: no new quotes for steel, silicon steel, NdFeB rare earths, lithium hexafluorophosphate or separators were found for 13 October, with the latest verifiable reading still from last week (SMM domestic silicon steel valued at RMB 1.2–1.9/kg, early-October reading). Takeaway: there is no new cost signal today, so keep usage at last week's levels. Sensitivity note: silicon steel accounts for 25%–35% of motor cost, NdFeB for over 30% of permanent-magnet motor cost and lithium hexafluorophosphate for over 60% of electrolyte cost; if any of these rise, motor and cell costs are the most sensitive, so keep price-adjustment clauses in long-cycle quotations.
③ Overseas Markets
  1. Overseas policy: no new two-wheeler access or tariff documents were found for 13 October (consolidated public information, 2026-10-13). Takeaway: there are no policy variables in Southeast Asia, Latin America or Africa today, so resources should return to the order book and trade-show preparation.
